Job Summary

Position: Evidence Technician, GS 7/8/9

Division: Washington Field Office & Northern Virginia Resident Agency

Location: Washington, DC & Manassas, VA

Working Hours:

Monday - Friday

8:15 a.m. - 5:00 p.m. (Hours may vary by office need)

Salary: 

GS 7: $55,924.00 - $72,703.00

GS 8: $61,933.00 - $80,510.00

GS 9: $68,405.00  - $88,926.00

Full Performance Level: GS 9

Number of Positions Available: Multiple

Duration: Full Time/Permanent

Key Requirements

  • Must be a U.S. citizen
  • Must be able to obtain a Top Secret-SCI clearance
  • Some travel may be required 
  • On occasion, may be required to travel between Washington Field Office, Northern Virginia Resident Agency, and V Street
  • Selectee will be required to complete a Confidential Financial Disclosure Report, OGE-450 annually
  • Selectee will be required to complete form FD-887, Request for Access to Sensitive Compartmented Information (SCI)

Mission Statement:

The mission of the FBI is to protect the American People and uphold the Constitution of the United States.

Physical Demands:

  • Work requires considerable physical exertion such as walking, standing, stooping, reaching and the recurrent lifting of packages and/or objects of weight more than 50 pounds.
  • Work entails long hours including nights, weekends and holidays.

Work Environment:

  • Work is performed within the office setting or actual crime scenes.
  • May be placed in a hazardous situation when handling potentially dangerous materials, such as explosive, poisonous, corrosive, highly combustible, and contaminated with infectious materials that require various safety precautions, such as protective clothing and equipment such as safety glasses, gloves and masks.
  • Is required to travel away from office for extended periods of time, and may work out in inclement weather.

Major Duties

  • Provide extensive advice, guidance, and training for the Special Agents (SAs) and Professional Staff on all aspects of evidence processing and procedures including search, protocol, evidence packaging, and proper completion of paperwork.
  • Provide FBI policy to other agencies regarding packaging, maintenance and storage of evidence to assist in the development of their evidence program or for coordinative purposes.
  • Testify in a court of law concerning the security and chain-of-custody of evidence.
  • Responsible for the receipt, retention and disposition of evidence for the field office, which includes all items seized, recovered or contributed properties which are expected to be introduced in court and/or subject to chain-of-custody attack, regardless of size as collected by SAs and other law enforcement personnel, ensuring it is appropriately collected, documented and stored.
  • Handle HAZMAT evidence.
  • Responsible for the security aspects of the Evidence Control Room (ECR) including safe combinations and secure areas, and personnel traffic to and from ECR locations.


Qualifications and Evaluations

Specialized Experience (SE):

GS 7: Applicant must possess at least one (1) year of SE equivalent to the GS 6 grade level. SE is defined as follows:

  • Inventoried, cataloged, stored, and packaged a variety of materials.
  • Processed forms, paperwork, and authorizations in accordance with regulations/policy.
  • Resolved discrepancies, conflicts, or other problems related to inventory requirements.
  • Provided advice on policies and procedures to internal and external contacts while maintaining effective working relationships.
  • Maintained liaison within and outside the organization.

GS 8: Applicant must possess at least one (1) year of SE equivalent to the GS 7 grade level. SE is defined as follows:

  • Inventoried, cataloged, stored, and packaged a variety of materials.
  • Processed forms, paperwork, and authorizations in accordance with regulations/policy.
  • Resolved discrepancies, conflicts, or other problems related to inventory requirements.
  • Maintained liaison within and outside the organization.
  • Evaluated programs to ensure compliance with existing policies and procedures.

GS 9: Applicant must possess at least one (1) year of SE equivalent to the GS 8 grade level. SE is defined as follows:

  • Inventoried, cataloged, properly stored, and packaged variety of material.
  • Handled, stored, wrapped, packaged, and shipped all types of evidence and hazardous materials.
  • Established automated history of materials using a database to ensure tracking and location.
  • Maintained liaison within and outside the organization.
  • Evaluated programs to ensure compliance with existing policies and procedures.
  • Provided extensive advice, guidance, and training on all aspects of evidence processing and procedures.

Education

All degrees must be from an accredited college or university. Education may be substituted for specialized experience as follows:

GS 7: Applicant must have a bachelor's degree with superior academic achievement or one (1) full year of graduate level education. Superior academic achievement is the completion of all the requirements of a bachelor's degree from an accredited college or university, which is based on (1) class standing, (2) grade-point average of 3.0 or higher as recorded on an official transcript, or as based on courses completed during the final two years of the curriculum, or (3) honor society membership.

Education may not be substituted for specialized experience at the GS 8 and GS 9 levels.

Education completed in foreign colleges or universities may be used to meet the above requirements provided you can show foreign education is comparable to that received in an accredited educational institution in the United States.
