Summary

Join our team of health care professionals committed to improving the quality of health care delivery while providing essential Inpatient care against the stunning backdrop of the Rocky Mountains' snowcapped peaks and sweeping vistas of the Great Plains! This position serves as the Clinical Director for the Fort Peck Service Unit in Poplar, MT. The incumbent reports to the Chief Executive Officer.

  • Participate in the formulation of policies, programs, and procedures related to clinical and affiliate services.
  • Develop and implement plans, programs for the revision of present programs and services to meet the changing needs of the patient population; and for the integration of the health activities.
  • Serve as member of the service unit, Billings Area and IHS-wide committee and task forces as approved by the Chief Executive Officer
  • Exercise supervisory responsibility for the planning, development, organization, integration and evaluation of clinical outpatient services.
  • Supervise and provide administrative, professional and technical guidance to staff in the Medical Staff section.

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). BASIC REQUIREMENT(S):
Degree: Doctor of Medicine, Doctor of Osteopathic Medicine or equivalent from a school in the United States or Canada. This degree must have been accredited by the ; ; ; , or an accrediting body recognized by the at the time the degree was obtained.

Degree from Foreign Medical School: A Doctor of Medicine or equivalent degree from a foreign medical school must provide education and medical knowledge equivalent to accredited schools in the United States. Evidence of equivalency to accredited schools in the United States is demonstrated by permanent certification by the , a fifth pathway certificate for Americans who completed premedical education in the United States and graduate education in a foreign country, or successful completion of the U.S. Medical Licensing Examination.

Licensure: For all grade levels and positions, applicants must possess a current, active, full, and unrestricted license or registration as a Physician from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.

Graduate Training: Subsequent to obtaining a Doctor of Medicine or Doctor of Osteopathic Medicine degree, a candidate must have had at least 1 year of supervised experience providing direct service in a clinical setting, i.e., a 1-year internship or the first year of a residency program in a hospital or an institution accredited for such training. For purposes of this standard, graduate training programs include only those internship, residency, and fellowship programs that are approved by accrediting bodies recognized within the United States or Canada. Descriptions of such programs are described below.

An internship program involves broadly based clinical practice in which physicians acquire experience in treating a variety of medical problems under supervision (e.g., internal medicine, surgery, general practice, obstetrics-gynecology, and pediatrics). Such programs are in hospitals or other institutions accredited for internship training by a recognized body of the .

A residency program involves training in a specialized field of medicine in a hospital or an institution accredited for training in the specialty by a recognized body of the , (AMA) or .

A fellowship program involves advanced training (beyond residency training) in a given medical specialty in either a clinical or research setting in a hospital or an institution accredited in the United States for such training.

Applicants who meet the above Basic Requirements qualify for GS-11 (or equivalent) positions.

Additional Requirements for Grades GS-12 and Above
GS-15: 5 years of graduate training in the specialty of the position to be filled or equivalent experience and training.

Selective Placement Factor - Board Certification/Residency/Diploma/Certificate:
In addition to meeting basic and minimum requirements, the following selective factor of requiring Board Certification is determined to be essential to perform the duties and responsibilities of the position. Applicants who do not meet one of the responses below will be ineligible:
  • Board Certified (ABMS or NBPAS) in the Specialty to which applying. (Must provide a copy of your board certification).
  • Residency Diploma/Certificate from an accredited residency program indicating successful completion within the past three years. (Must provide a copy of your residency diploma/certificate).
  • It has been three or more years since completion of an accredited residency program and will provide a copy of residency diploma/certificate and documentation to verify active pursuit of Board Certification in the specialty in which applying.

MINIMUM QUALIFICATIONS:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks:

Examples of specialized experience at the GS-15 Level
Participate in formulation of policies, programs and procedures related to clinical and affiliate services. Develop, implement and review clinical service plans and programs to meet changing needs of the patient population. Provide supervision to physicians, mid-level providers and other clinical staff. Knowledge and ability to oversee budgets for hospitals and clinics including annual reviews. Collaborate with Management and Administrative staff in compliance of accreditation requirements.

Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
