Job Summary
Provides critical support to Program Management Warfare Office (PMW) 790 while collaborating with the Office of the Chief of Naval Operations (OPNAV) stakeholders and a specified TYCOM. Manages, analyzes, and refines operational and system requirements to ensure alignment with the Navy’s strategic objectives. Acts as a key liaison between technical and operational teams, ensuring that PMW 790 programs meet mission needs effectively and efficiently.
Telework is supported at 10%. Travel is required.
Responsibilities and Duties
Develops, refines, and validates operational and system requirements for PMW 790 programs. Ensures traceability of requirements from initial identification through system development, testing, and deployment. Analyzes capability gaps and recommends solutions that align with Navy and DoD priorities. Supports the development of Capability Development Documents (CDD), Capability Production Documents (CPD), and other acquisition-related documentation. Works closely with OPNAV N2/N6 and other Navy organizations to ensure requirements align with strategic priorities. Facilitates communication between technical teams, program offices, and operational stakeholders. Participates in working groups, Integrated Product Teams (IPTs), and other forums to advocate for PMW 790 program requirements. Coordinates with Joint, Fleet, and Coalition partners to align requirements with broader operational needs. Provides expertise on JCIDS (Joint Capabilities Integration and Development System) and other DoD/Navy acquisition processes. Assists in the preparation of briefing materials, white papers, and reports for senior leadership. Monitors and interprets policy changes impacting PMW 790 programs and provides recommendations for compliance.
Qualifications and Skills
Required knowledge and years of experience
Must have at least ten (10) years of experience. Must have demonstrated previous/prior experience in requirements management, acquisition, or systems engineering within DoD/Navy programs. Prefer experience having occurred within PEO C4I, PMW 790. Must have experience supporting PMW 790, OPNAV, PEO C4I, or other Navy program offices is highly desired. Must have a strong understanding of JCIDS, DoD acquisition processes, and naval operational requirements. Must have the ability to develop and manage requirements documentation, including CDDs, CPDs, and CONOPS. Must have excellent communication skills with the ability to engage senior stakeholders and facilitate cross-functional discussions. Must be ready to work on mission-critical Navy programs that enhance warfighter capability. Must engage directly with senior leadership and contribute to strategic decision-making. Must be ready to work in a dynamic, fast-paced environment supporting naval modernization efforts.
Education Requirements
Bachelor’s Degree in Engineering, Business, Information Systems, or a related field. A Master’s Degree is preferred or proven career in DOD, such as previous active duty, prior USMC/Joint experience, especially needed.
Certifications
DAU certifications (e.g., Requirements Management Level A/B/C, PMP, or CSEP) are highly desirable.
Clearance Requirement
An active Secret is required, but a TS/SCI is referred or ability to obtain TS/SCI.
Salary
The minimum salary starts at $130,000 and the max is negotiable based on experience.
