ABOUT THE POSITION

The Real Estate Division within the Department of Public Works provides a variety of real estate services to client divisions, departments, other government agencies, and the general public.  

Candidates will be considered for the level(s) for which they meet minimum qualifications.

Level I-II

The Real Property Agent I is the entry level in the Real Property Agent series.  The incumbent will receive supervision of their work and perform routine activities in various real property assignments.  This position will perform routine real estate tasks including, but not limited to, property acquisitions, lease negotiations, property management functions, property exchanges, abandonments, and professional services contracts. Customer service and negotiation skills will become stronger as working with internal and external clients are key to success in this position. Close supervision and frequent review of work decreases as an incumbent demonstrates increased proficiency in assigned tasks.

The Real Property Agent II position is the journey level in the series. This class differs from the level I by the increased responsibility and latitude of judgment. Under direction, the incumbent performs the full range of real property work with only occasional review by the Principal Real Property Agent.

There are no current Real Property Agent I-II vacancies. This recruitment is being conducted to establish an eligible list within the department. The eligible list established from this recruitment will be used to fill all future vacancies that may occur while the list remains active. Eligible lists remain active for a minimum of six months. 

Level III

The Real Property Agent III is the highest technical/specialist level in the Real Property Agent series. The position will perform difficult, technical and complex real estate tasks including, but not limited to, leading property acquisitions, lease negotiations, encroachment resolution, property management functions, property exchanges, abandonments and professional services contracts. In addition, the position provides key support and backup to the Principal Real Property Agent as needed. Customer service and negotiation skills should be strong as working with internal and external clients are key to success in this position.   

There is one (1) full-time, regular hire Real Property Agent III vacancy in the Real Estate Division.


ABOUT YOU

Our Highly Qualified Candidate: 

The ideal candidate for the Real Property Agent I position has experience performing a range of real estate services within a public agency setting. They have a positive attitude, are a team player, and have strong, effective, and persuasive communication skills, both verbal and written, to interact with peers, consulting professionals, and members of the public. Additionally, following and providing written and oral directions and procedures are qualities on our ideal candidate. They are comfortable with technology and have familiarity with Word, Excel, Access, and Outlook. They have knowledge of principles of real estate title, appraisal, leasing, purchase, encroachments, easements and sale of real property along with legal instruments used in real property transactions such as contracts, deeds, leases, licenses, escrow documents, and title reports. Skills in time management and ability to work independently are important to be successful as well as having excellent judgement and decision-making skills. Lastly, our ideal candidate will need to understand and acknowledge that this job class requires travel between various County and business-related locations.

The ideal candidate for the Real Property Agent II position has experience performing the full range of real estate services within a public agency setting. In addition to the experience, skill and knowledge of the Real Property Agent I, they can effectively manage ongoing multiple projects in a timely, efficient, and responsible manner. The ideal candidate also has effective communication and negotiating skills.

The ideal candidate for the Real Property Agent III position demonstrates competency in the areas of real estate document preparation and organization, displays attention to detail and accuracy of work, and is able to work independently. In addition to the experience, skills and knowledge of the Real Property Agent I and II positions, the person maintains successful, collaborative working relationships, and provides excellent customer service. The person has project management and time management skills to ensure the successful delivery of projects on schedule. In addition, the ideal candidate has excellent judgement and can successfully resolve complex issues surrounding public lands, handle politically sensitive issues and projects, and ensure confidentiality.


QUALIFICATIONS

Knowledge of:

Level I

  • Principles of real estate title, appraisal, leasing, purchase, and sale of real property
  • Legal instruments used in real property transactions such as contracts, deeds, leases, licenses, escrow documents, and title reports

Level II (in addition to Level I)

  • Local, state, and federal real property statutes, codes, and laws pertaining to acquisitions, appraisals, eminent domain, ADA accessibility, and related matters
  • Principles and techniques of real property management lease negotiations, space planning, ADA accessibility modifications, and occupancy coordination
  • Research methods and principles related to real property title, real estate law, and real property transactions
  • Effective communication and negotiating techniques
  • Effective time management techniques

Level III (in addition to Level I and II)

  • Techniques of supervision
  • Contract preparation and administration methods and practices
  • Project management practices
  • Estimating project costs and timelines
  • Practices of budget development and administration

Ability to:

Level I

  • Follow written and oral directions and procedures
  • Write clearly and concisely
  • Communicate orally in an effective and persuasive manner
  • Apply concepts of business math and basic statistics
  • Maintain effective working relationships with the public, property owners, elected officials, department heads, co-workers, consultants, and others in sensitive communications, negotiations, and relations

Level II (in addition to Level I)

  • Define problems, gather relevant data, establish facts, draw valid conclusions, and convey possible solutions, theories, or arguments in a concise and effective manner
  • Read and understand technical engineering terms related to maps, architectural drawings, construction plans, statutes, codes, laws, contracts, leases, financial statements, deeds, and title reports
  • Effectively manage ongoing multiple projects in a timely, efficient, and responsible manner
  • Prepare reports and studies as necessary in a timely, concise, and efficient manner

Level III (in addition Level I and II)

  • Assist with overall administration of division, including lead supervision of support staff
  • Assist and advise the Chief Real Property agent on all matters related to the division, including project forecasting, programming, budgeting, management, policies, and procedures


MINIMUM QUALIFICATIONS 

Real Property Agent I

A Bachelor's degree in Business Management, Economics, Accounting, Law, or a related field. Two years of recent experience working in a real property or real estate capacity that involved real property and real estate appraisal, acquisition, or property management experience and which provided the knowledge and abilities listed below may substitute for the education requirement.

Real Property Agent II

A Bachelor's degree in Business Management, Economics, Accounting, Law, or a related field and two years of recent experience working in a real property or real estate capacity that involved real property and real estate appraisal, acquisition, or property management experience and which provided the knowledge and abilities listed below. Two additional years of recent and relevant experience may substitute for the education requirement.

Real Property Agent III

A Bachelor's degree in Business Management, Economics, Accounting, Law, or a related field and four years of recent experience working in a real property or real estate capacity that involved real property and real estate appraisal, acquisition, or property management experience and which provided the knowledge and abilities listed below. Two additional years of recent and relevant experience may substitute for the education requirement.

Certificates and Licenses

Membership in the International Right-of-Way Association is desirable.
