The Role
The Director, HR Shared Services leads the strategy, implementation, and optimization of all policies and processes for the employee relations, leave administration, immigration, compliance, and HR operations functions at CCC, partnering closely with the HR Centers of Excellence (COEs) and HR Business Partners (HRBPs). This position supervises a team of six, including the Manager of Employee Relations and the Supervisor, Compliance and Operations, and their respective teams.
Key Responsibilities:
Employee Relations, Leave, and Immigration
Provides strategic direction, consultation and oversight in the development, implementation and management of CCC’s centralized employee relations function
Ensures managers and supervisors are informed and trained in employee relations best practices, partnering with the HR Business Partners (HRBPs), in providing guidance and coaching on complex employee relations matters to ensure fair, consistent, and legally compliant outcomes
Continuously educates self on industry trends and best practices in the employee relations space and proactively identifies areas for improvement
Review the data and trends and identify proactive solutions/training to help prevent employee relations activity from happening, where possible
Provides support and guidance to the Manager, Employee Relations on sensitive or potentially litigious ER or LOA (ADA, FMLA, Parental, STD/LTD, and Worker’s Compensation) issues
Develops and maintains HR policies, procedures, and programs to align with legal requirements while promoting a positive work culture
Proactively scans for Federal, State, County, and City employment law changes and works with CCC Legal, as appropriate, to assess impact on CCC’s policies and programs
Sets the strategy for CCC’s immigration program; stays current with changes to immigration law and its impact on CCC’s 200+ visa holders. Consults on sensitive and complex employee issues relative to the employee’s visa status
Compliance and Operations
Sets the strategy and leads efforts to ensure 100% compliance per SOC and regulatory requirements for all compliance-related training for new hires, employees, and contractors. Partners with legal and functional leaders as needed to ensure adherence to Federal, State, and County legislative requirements, minimizing organizational risk and promoting a fair and equitable workplace environment
Sets the communications strategy for compliance to ensure CCC managers and employees understand and adhere to compliance requirements. Gains buy-in at the executive level and creates mitigation plans to address lack of adherence
Plans for and ensures 100% compliance with customer contracts requiring specific training and background check requirement
Leads HR technology-related projects and related workstreams associated with Shared Services accountabilities, including deployment of new Workday modules or other HR technology services, from changes/enhancements to existing system configuration
Actively works with COEs and HRBPs to identify operational efficiencies and/or tactical work that can be more effective through the operations function. Oversees implementation/transition of that work to Operations
Drives the standardization of processes, tools, policies and programs across shared services. Ensures optimal use of technology, including the use of HR Acuity, CCC’s case management tool.
Leadership
Sets and communicates performance expectations for the HR Shared Services team. Mentors, develops, and supports team members while fostering a collaborative and high-performing work environment that contributes to high employee engagement
Fosters a culture of continuous improvement to maximize HR Shared Services effectiveness and outcomes through increases in efficiency and productivity, leveraging technology wherever possible
Monitors key trends, evaluates metrics, provides insights, and creates plans to improve response time and HR administrative service delivery
Contributes to organizational and strategic planning meetings with the HR leadership team (HRLT) and provides innovative ideas for process, departmental, and organizational improvements
Continuously focuses on enhancing the communication, coordination, and effective delivery of HR administrative services.
Requirements:
Skills, Knowledge & Abilities
Proven ability to develop, lead, and motivate others individually and as a high-performance team
Excellent verbal and written communication skills, including strong writing and presentation skills – can put a deck together to inform and drive alignment with senior management audiences
Excellent analytical, problem-solving, and decision-making skills, with the ability to assess risks, develop effective mitigation strategies, and execute on those strategies
Strong communication and interpersonal skills, with the ability to build relationships and influence stakeholders at all levels of the organization and simplify complex concepts
Demonstrates excellent judgment in situations where clarity is sometimes limited
Education & Experience
Bachelor's degree required, MBA or Masters preferred, SHRM certification a plus
Minimum 12 years' work experience with increasingly larger scope and impact
5+ years of experience as an HR Manager, HR Business Partner or Employee Relations Manager, with hands-on experience with discrimination, harassment, and EEOC cases and claims and significant experience coaching managers and providing guidance on performance concerns
5+ years management experience
Strong understanding of federal, state, and local employment laws and regulations
At least 3 years administering or overseeing HR and EEO compliance, with a proven track record of developing and implementing compliance programs and initiatives in a complex organizational environment
Demonstrated project management and problem-solving skills
