Summary
This position is located in the Contracts and Grants Management Division (CGM) within the Department of Administration and Finance (A&F), Millennium Challenge Corporation (MCC).
Although the position is advertised equivalent to GS-13, MCC uses a pay banded system to compensate employees. This position is pay band 4A which is generally equal to GS-13.
This position is being filled using Direct-Hire Authority (5 CFR 337.201) for this occupation.
Duties
- Plans and carries out assignments which include a variety of pre- and post-award functions associated with the procurement of various goods and services.
- Serves as a technical resource and advisor to organizations across the agency, in the procurement of goods and services needed for the successful accomplishment of MCC programs and operations.
- Performs pre-solicitation functions by working closely with program personnel to assist with development of the procurement package.
- Prepares contract supporting documentation and issues solicitations pursuant to Federal Acquisition Regulation (FAR) Parts 8, 12, 13, 15, 36, and 37.
- Performs pre-award functions by analyzing quotes and proposals, including cost/price proposals. Manages the source selection process, conducts negotiations and prepares award documentation. Performs post-award functions by monitoring the performance of contractors, negotiating and preparing contract modifications as necessary.
- Analyzes business needs and determines the most appropriate contracting vehicle to use in acquiring various goods and services.
- Develops procurement plans by reviewing previous history, market conditions, and specifications or technical packages. Develops contract justifications and reviews/comments on statements of work as applicable.
- Serves as a central point of contact with program offices and vendors to respond to inquiries. Plans, monitors, and tracks contract delivery, invoice payments, and financial status.
- Performs related duties as assigned.

Qualifications
To qualify for Pay Band 4A you must meet the following:A. Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least one year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position (Pay Band 4B or GS-12) performing a variety of pre-award and post-award functions associated with the procurement of supplies, equipment, and services. NOTE: This experience MUST be well documented within your resume or application.

B. A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
C. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Paragraph D.
