Broadcast Engineer

Salary Range:  95,045.00 - 121,134.00

Job Summary:

The Office of the Chief Administrative Officer (CAO) provides operations support services and business solutions to the community of 10,000 House Members, Officers, and staff. The CAO organization comprises more than 650 technical and administrative staff working in a variety of areas, including information technology, finance, budget management, human resources, payroll, childcare, food and vending, procurement, logistics and administrative counsel.

This position is located in the Engineering Operations Department, House Recording Studio (HRS), Office of the Chief Administrative Officer (CAO), U.S. House of Representatives (House). The purpose of the House Recording Studio is to provide live broadcast coverage of House proceedings, livestream coverage of Committee hearings, and full-service television and radio studios to Members of Congress. This position serves as Broadcast Engineer.

Key responsibilities include the installation and maintenance of equipment and systems necessary to facilitate broadcast production operations, both in the field and on campus; and to perform operations pertaining to the creation, capture, dissemination, and archive of House productions.

Travel and a flexible work schedule including occasional weekends and late nights are required for this position. Schedule may fluctuate on a biweekly basis to accommodate the service needs of the House. Grade level at time of appointment is determined by experience and designated level of responsibility. The position does not have day-to-day supervisory/managerial responsibilities.

Primary Duties/Responsibilities:

·         Perform daily verification and preparation of all broadcast production equipment for the day’s activities; report issues to management and log any malfunctions or failures, along with any troubleshooting performed.

·         Travel as assigned with limited notice to any congressional district of the United States for the purpose of creating audiovisual productions of official Committee proceedings for live transmission and archive, while interfacing with various stakeholders, including public figures, in a collaborative manner with presupposed deference to the House of Representatives.

·         Fulfill duties on campus as assigned, including engineering operations that encompass House Floor coverage, Committee coverage, Studio operations, AV deployments, Business Continuity and Disaster Recovery (BCDR) events, and/or special events, in addition to audiovisual conference room and video teleconferencing support.

·         Maintain and seek to enhance customer experience; maintain positive, respectful communication with coworkers and clientele at all times.

·         Install, commission, maintain, repair, decommission, and replace all audio, video, and network equipment used for broadcast production operations, and adhere to lifecycle maintenance standards as directed by Engineering management.

·         Work closely with management and staff to complete a wide variety of complex assignments and long-range planning efforts related to the mission of HRS.

·         Configure and maintain network-based workflows encompassing audio, video, control, and synchronization.

·         Monitor and track workflows within area of responsibility, and work collaboratively while adhering to internal practices and procedures to ensure performance is timely, responsive, and consistent with customer needs.

·         Routinely perform ingest, transmission, playback, video shading, basic editing, and other operations as assigned.

·         Participate in training new employees as assigned.

·         Participate in the development and maintenance of tracking, measurement, and quality control processes for assigned areas, and provide reports as directed by management.

·         Troubleshoot technical performance malfunctions and failures as needed to improve the functionality of complex systems, prioritizing signal path and connection points to identify and resolve issues.

·         Perform miscellaneous clerical and administrative support as needed.

·         Performs other official duties and special projects as assigned.


QUALIFICATIONS:

Qualifications:

·         Five years of professional broadcast engineering experience with progressive professional development to keep pace with evolving technology.

·         Bachelor’s degree in a discipline related to the position or an equivalent level of professional work experience.

·         Network, broadcast, and/or related industry certifications preferred.

·         Broadcast operations experience in a live television environment preferred.

·         Knowledge, Skill, and Ability (KSA) and Competency Requirements:

·         Knowledge of television, radio, internet protocol (IP) networks, fiber optic cables, and associated electronic and mechanical equipment and systems.

·         Knowledge of studio facilities and standard television production operations.

·         Knowledge of video teleconferencing and livestreaming.

·         Knowledge of broadcast engineering and television industry standards.

·         Skill in establishing effective working relationships with senior staff and other high-ranking officials in service of the House of Representatives.

·         Skill in adapting to dynamic production environments with varying broadcast systems.

·         Ability to maintain, troubleshoot, and repair equipment.

·         Ability to conduct basic editing functions and operate equipment associated with video shading, intake, and transmission.

·         Ability to read and comprehend schematics, design drawings, and technical manuals.

·         Ability to handle sensitive and confidential matters with tact, as well as the ability to exercise judgement and discretion.

·         Lift and/or move 50 pounds or more regularly.

·         Stand, bend, crouch, lift, twist, and grasp.

·         Occasional travel required.

·         Capable and willing to work various shifts, extended hours, or weekends to fulfill the U.S. House of Representative’s needs.

·         Must successfully complete a criminal history records check.
