Job Description
PURPOSE SUMMARY. Under the general supervision of the Facilities & Services Director, the Assistant Director supports the Director in the administration of the Facilities & Services department. Directly oversee, manage, and direct the operation of specific subsections of the Facilities and Services Department including vector control, grounds maintenance, property management, facilities and building maintenance and utilities.
ESSENTIAL DUTIES.
Department Administration
1. Act as the Director in their absence performing such tasks as approve human resource and finance functions, communicate with elected officials, and attend meetings / events.
2. Provide leadership, direction, and guidance to staff through appropriate delegation and work supervision.
3. Assist with all financial matters:

Prepare and review operational reports to determine effectiveness of programs and make adjustments as necessary.

Prepare, monitor and manage department budget and expenditures/revenues to determine budget and staffing needs.

Analyze and coordinate budget process.

Coordinate with state and federal agencies to obtain funding assistance for utility operations.

Make recommendations for efficient use of human and fiscal resources.
4. Supervise assigned staff; review staff’s work to monitor performance and ensure completeness, accuracy and timeliness; provide feedback for performance improvement; and conduct coaching, counseling and disciplinary action as needed.
5. Assist with the development of the departments strategic plan by evaluating future facility needs and propose options to achieve them through new construction or rehabilitation projects.
6. Assist in overseeing multiple construction projects. Work with other departments to implement coordinated construction and repair of utilities in conjunction with community construction projects to avoid duplication of construction efforts.
7. Assist with internal and external department communications and communicate with senior administrators, department heads, and elected officials to plan, coordinate, and exchange information, investigate and resolve operations problems; coordinate with County Planning, Engineering, Roads, and Flood for wastewater long-range planning.
8. May present information/updates to the Board of County Commissioners
9. Provide input to senior management to improve level and quality of services the County provides to taxpayers.
Department Operations
1. Assist the Director in managing all operational and procedural aspects of the department including analyze and develop departmental goals, objectives, policies and procedures, and implement systems or policies to ensure efficient delivery of current services.
2. Conduct research, trend analysis, and produce statistical, regular, and ad hoc reports to document outcomes and support a quality improvement process.
3. Assist in developing short- and long-term plans to meet and maintain compliance standards for the utility operations.
4. Assist in developing and overseeing long-range planning for the utility operations; designates sufficient funds to meet facility and system modernization.
5. Assist in overseeing utility rate studies and make recommendations on rate structure.
6. Serve as quality control investigator for grant applications and funded programs as assigned.

QUALIFICATIONS.
Education. Bachelor’s degree in Architecture, Civil or Environmental Engineering, Project Management or related field.
Experience. Six (6) years of professional experience in construction management, utility management, architectural design, project management, or engineering, at least two (2) of which were in a full-time supervisory capacity. Bilingual (English and Spanish) preferred.

Licenses/Certifications. Must possess a valid driver’s license and must maintain a satisfactory driving record in accordance with County policy.

KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED BY THE POSITION:
Must have knowledge of: Operational characteristics, services, and activities of service programs including utilities, facilities maintenance which include ground maintenance and vector control; pertinent federal, state, and local laws, codes, and regulations; methods, materials, and operation of facilities/maintenance and wastewater management functions; administration and organization principles; application of budgeting, cost control, and project management principles; OSHA Standards and applicable federal regulations.
Must have skills to: Analyze and evaluate information accurately; express ideas clearly, both orally and in writing; technical writing skills; read, understand and interpret construction plans, drawings and specifications. Blueprints, electrical drawings, schematics and related construction documents; leadership skills that include conflict resolution, staff development, and employee motivation; organizational skills; analyze and evaluate information accurately; and express ideas clearly when providing oral and written reports.
Must have ability to: Operate office equipment and computers at an advanced level; interact diplomatically with the public and staff in order to assure quality customer service; communicate effectively both verbally and in writing; establish and maintain effective and cooperative working relationships with others; effectively handle multiple concurrent assignments and activities; present information in a clear and concise manner; exercise professional judgment in evaluating situations and taking corrective action; prioritize workload and manage multiple projects; and implement a continuous quality improvement approach.
Compensation Range
$68,965.04 - $117,881.84
